Deborah Carl

 

Senior Vice President, Global Human Resources

 

Deborah Carl joined the USO World Headquarters in December 2007. As a member of the USO senior staff, she provides overall strategic human resources leadership and innovation to design and implementation of human resources strategies to the organization at its world headquarters in Arlington, Va., as well as its stateside and overseas centers.

Carl has more than 20 years experience in senior human resources management in the private and public sector. Prior to joining the USO, Carl was the vice president of Human Resources and Administration at Project HOPE, an international health organization dedicated to the delivery of health care and education to the world’s most vulnerable populations. She is credited with developing a centralized human resources operation and leading a comprehensive strategic planning process for the Project HOPE Foundation with implementation within the U.S. and 32 countries.

Carl began her career in human resources with United Press International (UPI), the international wire service. Following UPI, she spent 10 years with Inova Health System, a large not-for-profit health care system based in Northern Virginia, where she served in a number of positions, culminating as director, Human Resources.

Carl holds a Bachelor of Business Administration from the College of William and Mary, Williamsburg, Va. In addition to her role at the USO, she is active in her community, advocating for employers’ support of work-family issues.
